What you intend to buy is not an xbox controller but a pc input(pointing)-device that feels like an xbox controller, also known as a pc gamepad. Mostly (i think, not completely sure as i don't use one) pc game-pads wil simulate key-presses. So you install the driver for the gamepad, and when you press buttons on it they wil send out certain ascii-codes resembling the pressed keys on a normal keyboard. Normally pc games have a controller-setup where you can assign certain keyboard keys to certain actions, so that's how the gamepad would work i think. The mouse however doesn't send (only) keystrokes but positional data (also). Maybe some gamepads also can send positional data but im not completely sure how that wil/would work and/or would affect compatibility. I asume though the output wil by kinda mouse/touchpad-like. Modern gaming mouses can send out keystrokes also though using their dedicated driver to send out simulated keystrokes for pressed buttons on the mouse. So to make a long story short: it wil very likely work, especially since the add says it's a great keyboard/mouse replacement, so that already kinda gives it away.

The 'charboard' is not a full-size keyboard for Windows, it's designed to run off the Xbox 360 dashboard only.

There isn't a way yet.. Microsoft (or some third party) would need to release windows drivers to support it..
There is some hope that windows support will eventually be added as the Xbox wireless gaming receiver product page says "Will work with future Xbox 360 Wireless Accessories."
