The number is legit, but I don't know enough about UK dialing to know if it's a free number.
Everywhere that Xbox Live is supported has a toll free number available; http://www.xbox.com/en-GB/support/contact/ shows an 0800 number as well.
Derek, you info is good but not everyone is from the US and phoning the 1-800 or 1-425 numbers from outside the US is not free.

Don't use that number since it doesnt look legit. This number itself is free to call but of course your carrier could bill you the minutes for your plan for the call depending on the time of day (ie. Anytime minutes, Night and Weekends, and etc.)
