halo 3 xbox technical latency help?

first, im using a old xbox 360 but it work perfectly
second, im using a vga cable with a samsung 2ms 21"1/2 monitor

here my problem:

one year ago when I was playing halo 3 and I was good as ****, now I suck because I have a lag/latency I cant snipe and miss my br shots
depending on the maps I have a aim latency, its hard to explain but when I move my analog the respond time between my finger movement and the aim movement on the screen is not perfect
like when I move the aim its more smoother and not instantaneous like it was before and like it was on my cousin screen/xbox
its not a internet problem for sure I have a awesome connection and I almost always have the host
its not a MS problem because I tried a 2ms and a 5ms screen and there no difference
I tought it was because it was a widescreen and I was playing on a standard tv before and it was the same thing for everyone with hd widescreens but NO
I tried to play with my cousin screen AND xbox and it wasnt lagging at all and I was really good again at halo 3

the only difference between my cousin stuff and my stuff are:

cousin = similar hd widescreen (bit more widescreen) 5ms
cousin = elite black xbox

me = 2ms samsung hd widescreen (when I said my cousin screen is more widescreen I mean his screen is more rectangle and mine a bit more square, mine have two black bands on the top and bottom when I play halo, I tried all the resolutions)
me = regular white old xbox 360

the maps I lag the most are: isolation and foundry

in foundry, at the spawn point B or A, when you jump down from where the first BR is and you look at the wire netting (not sure if its the good word) its lagging so bad...
I can show you online if you want to see if your having the same problem by looking if you have a BIG lag at the exact same place than me in foundry (add me, gamertag = dr master thief)
when there a lot of explosions I lag.. again.. not a internet lag, like if my ms was at 500ms or like my xbox ram was worse than the other xbox

its not a controller problem I tried many

what I think is that its 1. the screen need to have the perfect base resolution with no black bans like my cousin (I tried all the resolutions on my xbox and it change nothing)
2. the elite xbox have a better RAM than the normal xbox

im 99% sure its not a internet problem... I know perfectly the difference between a internet lag and a RAM lag..
when I shoot someone with a br from far away and it does nothing and need to shoot in front of him where he is runnning to hit him I know its a internet lag.. its not the same thing
didnt rly tried any other games
the lag is not really big its just a rllly small latency with my aim not my bullets, but this small difference make a big difference between a sniper headshot and a missed bullet

its a aim lag, the respond time between my screen aim and my controller aim
its smoother, when I turn right for example its not instantaneous there like a 0.05 second delay

EXACTLY like the small latency you get when your using a wireless mouse instead of a normal mouse on a computer game

like I said, when I was playing halo 3 before it wasnt doing this lag, I was using a standard tv (hd but square)
and I had a similar internet speed
I think the old xbox is adapted for a non widescreen standard and the new xbox versions are more adapted to widescreens

thats what I think but want to be sure before selling my xbox to buy a elite one
or maybe sell my screen for another one.. but already tried two screen, one 5ms and one 2ms

I repeat, the lag wasnt here with my cousin xbox screen
