While the cellphone broadband is fast enough to provide with quick download speeds, the time it takes for a packet to travel all the way, is not suitable for online play.
The managing overhead of the cellphone connection to recieve data packets from several antenna towers costs more time.
The technology works for streaming downloads quickly (as it doesn't matter if the download starts a few seconds earlier or later).
But for gaming the lag and latency make the experience unpleasant.

Not too sure on what you are trying to ask. If your asking if a cellphone company like Verizon offers high speed internet, is it strong enough to support Xbox Live, then it depends. High speed internet could be achieved through DSL, Cable, or even the new Fiber Optics. Any internet connection with at least 1 - 1.5mb download speed is probably the bare minimum you could have for xbox live. I recommend at least a 3mb down to have a smooth online experience.
I'm assuming you'd be using the SIM card to get internet for your phone, but I do not believe that would work for anything else. I'm not that informed when it comes to cell phones, so sorry if i'm wrong about that.
