Is this a rip off or is there another explantion why the cord is so cheap?

There's a huge difference between retail cost and the actual cost. Just because the retail cost is 40 bucks doesn't mean that it actually costs 40 bucks. The retail cost is what stores normally charge you in order to make a profit after paying money to the company that made the cord and the distributor that sent the cords to the various stores (ie, the middle man).
The actual price of a product is usually 1/4 or more of the retail price, so the cord that you got is probably worth around 10 dollars or less. So, you might have gotten a deal, but it's not as big of a deal as you think it is. The guy who sold you the cord probably bought bulks and bulks, so it can sell it cheap. Or it's surplus, so he's selling it cheap just to get of it, while losing as little money as possible. Think of the guy as a scalper who needs to sell his tickets because the game already started. If he doesn't sell those tickets, he loses all that money he spent to get the tickets, but if he sells it for a small loss, then he might still end up with a profit from selling other tickets before the game started.
